    TERMS OF REFERENCES FOR THE RECRUITMENT OF THE PROJECT COORDINATOR.

    Rwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995. RUB was created in August 1994 by visually impaired persons themselves and was officially registered in March 1995. It is registered with Rwanda Governance Board under registration number 60/05 of 16/03/1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda.

    Its activities aim at improving the living conditions of persons with visual impairment trough advocacy, promoting the education of children with visual impairment, capacity development of members and rehabilitation program/service. Since its foundation, RUB has strengthened and extended the scope of its activities by establishing branches in all 30 districts of the country. RUB envisages having a situation where all necessary services for people with visual impairment are provided as a right of the individual and hope to see education and employment opportunities as well as all other welfare services being available to those who are visually impaired like other citizens.

    RUB works in partnership with Kilimanjaro Blind Trust Africa, which is a charitable trust based in Nairobi and delivers programs in 5 countries in E. Africa and Malawi. Our key objective is to work towards disability inclusion with a focus on those with visual impairments (VI) in INNOVATION & TECHNOLOGY space bringing access to digital literacy & skills to learners with visual impairment from primary schools to institutions of higher education. KBTA provides end-to-end solutions from education to employment giving access to digital literacy & skills to the VI learners through access to multifunctional, digital assistive devices. KBTA through its partner RUB also provides full service to the VI learners through access to digital Braille content, STEM and ICT skills, user training to teachers and school-based technicians, repair services along with spare parts, tools and other learning materials. These services open the door VI youth to access higher education, define career choices and learn ICT skills. KBTA supports young VI graduates to acquire employability skills that allow them to access employment and develop their full potential in adulthood.

    RUB in partnership with KBTA, is looking to bring to their team a dynamic Project Coordinator who will implement programs that support RUB and KBTAs mission for children and youth with visual impairments. The Project Coordinator will work within the program team at RUB with the support of the program Officer – Partner Countries at the KBTA’s head office in Nairobi.

    JOB DESCRIPTION
    Job Title: PROJECT COORDINATOR
    Location: RUB head office in Kigali
    Reporting To: The Executive Director – RUB, with a dotted line to Program Officer Partner Countries at KBTA
    Contract Period 1 year renewable subject to availability of funds.
    Probation Period: 6 Months
    Required Qualifications,
    Experience And Objectives
    • - Bachelor’s degree in the sociology, education, community development or related field
    • - A postgraduate qualification is an added advantage
    • - Proven management and team building skills
    • - Good spoken and written English.
    • - Ability to manage remote work and engage with team members and other stakeholders remotely.
    • - Experience working in an organization that serves persons with visual impairment or the broader disability sector – experience in the education sector is a plus
    • - Experience in project planning, implementation, monitoring & evaluation
    • - Proven experience and track record of advocacy is an added advantage
    • - Training Skills are most desirable. 
    • - Computer literate – Working knowledge of MS Word, Excel, & PowerPoint. Knowledge of Access database is an added advantage. 
    • - Should have knowledge of assistive technology for the blind
    • - Must have proven ability to self-manage, initiate activities related to the role and be able to implement and execute plans based on agreed work plans.
    • - Must understand the need to be cost-effective and efficient in time management and delivery
    • - Must have the capacity to communicate with different stakeholders in order to achieve the programs goals in Rwanda.
    • - Must have budgeting and financial skills
    ROLE & RESPONSIBILITIES
    PROGRAM

    Program planning, implementation and delivery of programs, technical coordination, advocacy, monitoring field visits & communication including report writing

    60% Time Allocation

    This role entails continuous implementation, monitoring and timely reporting on all RUB/KBTA programs and engagement with all stakeholders in the country. These include but are not limited to:

    • - Support in coordination of the programs.
    • - Ensure proper Identification of schools that educate visually impaired learners using digital assistive devices and all the services that RUB and KBTA provide.
    • - Ensure proper tracking, repair & maintenance of Braille equipment in schools
    • - Support the processing of spare parts and tools orders, storage and issuance to schools
    • - Follow up and support on receiving, clearing, storage and distribution of digital Braille devices, spare parts, paper, and other consumables.
    • - Identifying and organizing the distribution of the above to schools .
    • - Ensure that all reports are prepared and submitted in a timely manner
    • - Training, support and monitoring the activities of school-based technicians
    • - Ensure continuous data collection, recording of data and reporting on all aspects related to digital Braille devices and materials
    • - Community engagement, awareness creation, brand enhancement, promotions & marketing.
    • - Working with stakeholders in the country on Advocacy and campaigns
    • - Employ innovative and creative ideas to enhance and improve the use of digital Braille assistive technology and repair work with school-based technicians
    • - Any other related duty as may be assigned to you from time to time
    Program Monitoring and Evaluation
    • - Developing and monitoring annual work plans and budgets, as well as associated deliverables and results/outputs
    • - Participate in project monitoring.
    • - Developing monitoring tools and systems for RUB/KBTA project 
    30% Time Allocation
    Administrative & other duties 10% Time Allocation

    These may include but not limited to:

    • - Office administration & related duties
    • - Budgeting & financial reporting
    • - Stakeholders’ engagements
    • - External meetings
    • - Any other related duty as may be assigned from time to time
