Enabel is active in Rwanda since 2000. It implements projects as defined in the successive Cooperation Programmes negotiated between the Government of Rwanda and the government of Belgium.
Currently, Enabel is implementing a cooperation programme in three priority sectors of development of Rwanda: health, energy and decentralization.
Following a recent established Network of Hospitals in the City of Kigali requiring the use of available e-Health tools and systems; Enabel in Rwanda in collaboration with the Ministry of Health wishes to recruit two technical support staff (m/f) who will facilitate the process of setting up a Hospital Information Network (HIN) system in the City of Kigali. Through the system, healthcare providers within the network will share their operational key information to ensure quality and continuum of care among the citizens.
Duty station: Mainly in Kigali, with occasional trips in upcountry
Reporting line: International Technical Assistant through the Ministry of Health
Duration of the contract: one year
Probable starting date: 1st March 2019
Monthly gross salary package: is depending on the qualification and the number of years of relevant experience.
Context
He/she works for Enabel, based in Ministry of Health, under direct supervision of the International Technical Assistant of Enabel in Rwanda and the Ministry of Health, and in very close collaboration with colleagues and stakeholders. This function requires a high degree of interpersonal skills.

Degree and Experience
Masters or Bachelors’ Degree in Computer Science, Computer Engineering, Software Engineering, Information and Communication Technology;
Required minimum experience in Business analysis, system architect and Management information systems is 4 years for a candidate with a Master Degree or 5 years for a candidate with a Bachelor’s Degree;
Certifications in CBAP and PMP is an added advantage;
Experience in digital health/e-Health solutions will be an added advantage;
Rwandan Nationality;
Proficient in English and French.
