    TERMS OF REFERENCE TO RECRUIT SHORT TERM PROJECT COORDINATOR UNDER PROJECT TITLED “SOCIAL ACCOUNTABILITY TOOLS TO EXPLORE COVID-19 RESPONSE EFFECTS ON BENEFICIARIES OF SOCIAL-PROTECTION PROGRAMS IN RWANDA.

    Context

    Transparency International Rwanda (TI-RW) is a Rwandan Civil Society Organization created in 2004 and registered as a non-governmental organization in accordance with the law no 04/2012 of 17/02/2012 governing the organization and functioning of the national non-governmental organizations. TI-RW’s mission is to contribute to the fight against corruption and promote good governance through enhancing integrity in the Rwandan society.

    As a civil society organization and a key stakeholder in improving citizens-state relations through ensuring transparency and accountability in the implementation of Government programs benefiting citizens either in the health sector or social sector;

    TI-RW has initiated a project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) titled “Social accountability tools to Explore COVID-19 response effects on beneficiaries of social-protection programs in Rwanda”. This resulted from the widespread of COVID-19 pandemic which has led to vast implications on citizens’ civic, political, and economic rights and the increased Government initiatives to ensure the management of the pandemic.

    In order to contain the spreading of COVID-19 countrywide, the Government of Rwanda has resorted to extreme measures such as the derogation of certain fundamental rights including freedom of assembly or freedom of movement, enhanced surveillance on its citizens. This was enabled by the establishment of a total lockdown in the whole country from 21st March 2020 to 4th May 2020. The lockdown situation has created a state of emergency and this situation negatively impacted on the citizens economically vulnerable (those whose living conditions are based on little daily income or informal business workers).

    The Government of Rwanda mobilized huge means internally and received external support to deal with COVID-Pandemic. The World Bank opened for Rwanda a flexible credit line of 100 million of USD to support energy sector as one of the economic drivers which was heavily affected by the COVID-19 crisis Similarly, the Government of Rwanda introduced a number of policies and initiatives to support vulnerable citizens especially those who can’t afford feeding themselves on a daily basis because they used only to live by what they have earned on a daily basis. Furthermore, the Government of Rwanda has also done much in equipping the health system to be in a position of facing and effectively managing the increase in the number of people tested positive of covid-19.

    Nevertheless, during the implementation of the lockdown instructions, many efforts on awareness rising on COVID-19 were concentrated in Kigali city leaving behind with limited information for residents in rural areas. At the same time, TI-RW received citizens’ complaints on lack of transparency in the distribution of Government emergency support to affected citizens, corruption in service delivery in other health services (out of COVID-19 response), limited information on Government of Rwanda COVID-19 economic mitigation measures, to name the few.

    In the framework of contributing to the fight against the spread of COVID-19 as well as ensuring transparency and accountability in the implementation of measures and initiatives designed to support vulnerable citizens in this period, TI-RW initiated a research-based project using social accountability tools, titled “Social accountability tools to Explore COVID-19 response effects on beneficiaries of social-protection programs in Rwanda”.

    Project planned outputs:

    • a. Mapping beneficiaries of VUP-Direct support(DS) and VUP-Public Works (PWs) during COVID-19 pandemic( March 2020- June 2020) in 15 districts of Rwanda.
    • b. Conduct a Public Expenditure Tracking Survey( PETS) in VUP-Direct Support to assess the impact of COVID-19 on the livelihood of the most vulnerable people( Ubudehe Category1) in 15 districts of Rwanda.
    • c. Conduct a Public Expenditure Tracking Survey in VUP- Public Works to assess the impact of COVID-19 on the livelihood of beneficiaries of VUP-PWs in 15 Districts
    • d. Conduct a quantitative Service Delivery Survey ( QSDS) to assess the fairness, integrity, transparency, accountability of services, and support provided to Rwandans during COVID-19 Pandemic.
    • e. Community empowerment in monitoring the implementation of preventive measures of COVID-19 and report possible malpractices of government officials while managing COVID-19 crisis in 15 districts.
    • f. Coordinating activities related to the project management.

    In this context, TI-RW would like to recruit a project coordinator to be able to fulfill various duties and responsibilities as described above. The successful candidate should be immediately available and will work closely with TI-RW Executive Secretariat under the supervision of the Program Manager.

    Task requirements

    • The individual project coordinator will work under the guidance and supervision of the TI-RW Program Manager and will be required to carry out the following tasks:
    • To lead, coordinate, and monitor on a daily basis the implementation of the planned project activities as mentioned above under the specific objectives.
    • To provide technical support to ensure that the planned activities are carried out properly
    • Ensure regular updates of project activity plans and regularly monitor the project achievements towards the defined results.
    • Produce monthly reports for final approval by TI-RW Executive Director and submit to the donor in a timely manner.
    • Participate in the validation workshop and finalization of the report
    • Perform other tasks as requested by the Program Manager and Executive Director to ensure the achievement of the project expected results.

    Duration

    The duration of this project and assignment will be five (5) months, from August 2020 to December 2020.

    Qualification and experience

    Eligible consultant should have the following qualifications and experience:

    • At least a Master’s degree in social sciences, economic development, political and administration sciences, demography and statistics, and other related studies. Ph.D. holder in the same field will be an added value
    • At least 3 years of relevant experience in projects management, monitoring, and Evaluation;
    • Experience in working in a multi-cultural environment involving national and international actors to deliver on the same goal;
    • Familiarity and understanding of social development government programs, governance, decentralization;
    • Experience in working with researches, having research skills needed in the implementation of the project;
    • Proven work experience as a Project Coordinator or similar role.
    • Fluency in Kinyarwanda, English, and French (knowledge of the 3 languages is an asset)
    • Full computer literacy.
    • Excellent analytical skills.
    • Excellent communication and presentation skills
