    REQUEST FOR QUOTATIONS TO SUPPLY FOOD STUFF AND HYGIENIC MATERIALS

    I. ABOUT RUB

    Rwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda. It represents an estimated number of 3000 members in Rwanda who are blind and partially sighted and these members are grouped into 62 branches which are located across the country. The organizational activities and interventions aim at improving the living conditions of persons with visual impairment trough advocacy, promoting the education of children with visual impairment, capacity development of members, and rehabilitation program/service.

    To achieve its mission of improving the living conditions of persons with visual impairment in Rwanda, RUB assists its members to come out of isolation and improve their economic status by setting up various programs including rehabilitation, capacity development, and advocacy.

    RUB promotes the rights of people with vision disabilities through advocacy assistance, education, and outreach work to build the Rwandan society awareness and support for inclusion.

    II. DESCRIPTION AND SCOPE OF GOODS AND SERVICES REQUIRED

    RUB (Rwanda Union of the Blind), EYE (Ejo Youth Echo) and IPC (Initiative pour la Participation Citoyenne) have secured funds from European Union to implement the project entitled “Improve adaptation and mitigation capacities for target population against COVID-19 effects in Rwanda.” and therefore under this project, RUB would like to purchase food stuff and hygienic materials to be donated to 625 members/beneficiaries grouped in 25 branches which are located in 8 districts. The goods to be supplied are the following:

    • 15,625 Kgs of Maize Flour /Kawunga
    • 9375 Kgs of beans
    • 1250 kgs of salt
    • 1250 bars of soap
    • 1250L of cooking oil

    Note: The transport cost to deliver these items and transport for two technical team members on each site which will facilitate the distribution to each of the following 8 districts: Kicukiro( Nyarugunga sector);Bugesera(Mayange, Mareba, Ngeruka, Musenyi, Nyarugenge, and Kamabuye sectors); Kirehe(Nyarubuye and Kirehe sectors); Nyamagabe ( Gasaka,Tare and Kibumbwe sectors); Nyaruguru (Munini, Kivu, Nyabimata, and Muganza sectors); Musanze (Gataraga and Remera sectors); Rusizi (Giheke , Gitambi,Gihundwe and Rwimbogo sectors); and Karongi (Rugabano,Rubengera, Mulundi sectors) should be added in a specific line for each district and; the expected successful supplier should be ready to deliver the above-mentioned goods to the mentioned destination areas before 5th September, 2020.

    III. EVALUATION OF QUOTATIONS

    All suppliers should meet the following criteria:

    • Be a registered as an official company in Rwanda and in possession of full registration document and TIN number
    • Have the tax clearance form and possess EBM to provide official receipts
    • Be able to supply or provide requested goods and services required on time
    • Have the commitment to submit the most economically advantageous which includes the reasonable price, delivery time and good quality)
    • Ability to supply all goods and services in the proposed methodology
    • Have experience in doing similar work( at least 2 references/proofs to be attached to the bid)

    In case further clarifications might be needed during the period of the bid analysis; RUB may require this in writing to tenderers and responses might be in the same channel of communication. No unsolicited communications from tenderers will be accepted before or during the evaluation period and any queries relating to this request for tender should be directed to rubura1994@gmail.com and copy donakanimba@gmail.com and info@rub-ura.org .

    IV. CONTENT AND HOW TO SUBMIT QUOTATIONS

    The quotations should be in English or Kinyarwanda languages and must clearly show the items, unit price, total price, transportation costs, and should indicate the all supplier’s detailed addresses. Interested suppliers should send their signed proposals marked‘’ FOOD STUFF AND HYGIENIC MATERIALS TO RUB MEMBERS IN 8 DISTRICTS”. Due to covid-19 restrictions; all quotations will be submitted in soft copies to RUB through rubura1994@gmail.com with a copy to donakanimba@gmail.com and info@rub-ura.org not later than Friday, 28 August 2020 at 12pm.

    Only soft copies will be accepted and both successful bidder and unsuccessful ones will receive feedback on their applications not later than 3 days after submission deadline.
