    TERMS OF REFERENCE (TOR)

    Request for quotations to produce and air adverts, TV and Radio Talk-Shows/programs to be aired on TV and Radio for the project “Improve adaptation and mitigation capacities for target population against COVID-19 effects in Rwanda.”

    I. ABOUT RUB

    Rwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda. It represents an estimated number of 3000 members in Rwanda who are blind and partially sighted and these members are grouped into 64 branches which are located across the country. The organizational activities and interventions aim at improving the living conditions of persons with visual impairment trough advocacy, socio-economic empowerment of members, capacity development of members and rehabilitation program/service.
    RUB promotes the rights of people with vision disability through advocacy assistance, education and outreach to build the Rwandan society awareness and support for inclusion. Its members are supported in a wide range of situations, including cases where they have been denied their right to education, to work, to live independently, to access a good standard of healthcare and to enjoy participating in family and community life.

    RUB envisages having a situation where all necessary services for people with visual impairment are provided as a right of the individual and expects to see education and employment opportunities as well as all other welfare services being as available to those who are visually impaired as they are to all other citizens.

    The organization utilizes advocacy and lobbying, and other various strategic mechanisms including collaboration with media in order to advocate for access to necessary services and inclusion of persons with visual impairment and improved legal and institutional framework in Rwanda.

    Advocacy is RUB’s instrument in ensuring that the views, wishes and aspirations of visually impaired people are heard when decisions are made about their lives. It aims to legitimize the needs of persons with visual impairment as rights holders as declared in CRPD and uses the Human Rights Based Approach (HRBA) as its main national rights advocacy to address the denial of human rights to persons with visual impairment in Rwanda.

    II. DESCRIPTION AND SCOPE OF THE SERVICE REQUIRED

    RUB (Rwanda Union of the Blind), EYE (Ejo Youth Echo) and IPC (Initiative pour la Participation Citoyenne) secured funds from European Union to implement the project entitled “Improve adaptation and mitigation capacities for target population against COVID-19 effects in Rwanda.” In this project, RUB would like to invite the competent firms/companies to perform the following tasks:

    Target population
    • -Persons with visual impairment
    • -General public
    • -Government officials
    PRODUCTION
    2 adverts of 3 mins each
    Key messages: One advert will contain a message focusing on informing persons with visual impairment on Covid-19 preventive measures and the another advert will contain a message focusing on educating the general public on how to assist their persons with visual impairment to access covid-19 related information and other necessities/services during the emergence situations
    AIRING
    Radio/TV stationsRBA, TV 1 and other two media houses of high coverage
    Talk shows/Programs6 talk shows/programs( two TV live talk shows, two radio live talk shows, 1 pre-recorded radio and 1 pre-recorded TV program). 1 hour per each radio/TV talk show/program.
    Adverts/spot1 advert/3mins to be aired in 5 days on RBA/TV and another advert to be aired 5 days on TV1. Note: All the two adverts are intended to be aired within news.

    III. JUSTIFICATION

    Despite the effort made by disability organizations and their partners to eliminate negative attitudes, stigma and discrimination against persons with disabilities including those with visual impairment; unfortunately stigmatization and negative attitudes still remain which also impact their lives in the situation of high risk such as covid -19 pandemic.

    Persons with visual impairment are at increased risk in the COVID-19 pandemic due to the need for close contact with their personal assistants or caregivers and the need to touch things as one of their ways of recognizing things or identifying people from others.

    It is clear that for persons with visual impairment, being told to isolate or reduce physical contact with others is not as easy as it sounds. Physical distancing and/or separation from care givers and support networks could result in disruption of social care and this could lead to persons with visual impairment to not receiving adequate assistance and not being given enough guidance on how they can protect themselves from the virus, which may result in life-threatening situations.

    In addition to this, the impacts of discrimination, stigma and social attitudes can prevent persons with visual impairment from lacking necessary assistance on behavior change during covid -19, lack or get misinformation on preventive measures and being forgotten while developing communication strategies. All of these issues may put persons with visual impairment at risk of getting easily contaminated. There is a high need to educate the persons with visual impairment themselves on behavior change during covdid-19 period and to raise awareness among the community members on how persons with visual impairment can be assisted in situation of risk and the need for a special consideration during covid-19 due to the type of the disability.

    The proposed radio and TV shows will contribute to the awareness raising through educating the community on how they can assist visually impaired people to access information in the critical situation of covid -19 and make persons with visual impairment keep calm and acquires new techniques of recognizing things, get informed on how to use hygienic materials safely and ask for assistance when the need be.

    IV. PURPOSE AND OBJECTIVES OF THE RADIO AND TV TALK SHOWS/PROGRAMS AIRTIMES

    4.1 Purpose

    The radio, TV talk-shows and adverts are being produced and aired as part of the communication for educational and behavioral impact campaign undertaken in the project to positively influence the attitudes/behaviors of persons with visual impairment during covid-19 pandemic and to raise awareness among the community members on how persons with visual impairment can be assisted in situation of risks and advocacy for inclusion of persons with visual impairment in design and implementation of emergence responses.

    4.2 Objectives of the radio and TV shows/programs are:

    • • To raise awareness about the rights of persons with disabilities including those with visual impairment during the situation of high risk of covid-19 pandemic;
    • • To raise awareness on vision disability and to facilitate a clearer understanding of the uniqueness of this type of disability and how visually impaired people can be assisted to access information and other necessities during the situations of risk such as those of covid-19 pandemic;
    • • To undertake advocacy for greater mobilization for the realization of the rights of persons with disabilities including those with visual impairment and identify areas of concern, aligned with the article 11of the CRPD related to the protection and safety of persons with disabilities during the situation of high risk such as covid-19, where action should be taken by Government as a matter of urgency to ensure the social protection and the fulfillment of rights of PWDs including those with visual impairment;
    • • Engage the community members in supporting visually impaired people to access information related to covid-19 preventive measures and assist them to get services and support they might need in safety.

    V. EVALUATION / SELECTION CRITERIA

    All interested firms/companies should meet the following criteria:

    • • Be registered as an official company/firm in Rwanda and in possession of full registration documents and TIN number;
    • • Have the valid tax clearance form and possess EBM to provide official receipts;
    • • Demonstrate the proof that the bidding firm/company has the ability to air the above mentioned programs/shows on RBA and TV/Radio 1;
    • • Organizational profile containing evidence of the work done in this area;
    • • Expression of interest outlining how the firm/company meets the selection criteria and their understanding of the TOR.;
    • • Include in the proposal dedicated team members having relevant experience with names and CVs;
    • • Propose a methodology on how the work will be conducted and the work plan with time frame;
    • • Experience of working with disability organizations would be an added advantage;
    • • Have the commitment to submit the most economically advantageous which includes a reasonable price, delivery time and good quality;
    • • Have experience in doing similar work( at least 2 references/proofs to be attached )
    • • A financial proposal detailing itemized fees, production/airing/ and taxes
    • • Only registered firms / companies will be considered.

    VI. CONTENT AND HOW TO SUBMIT QUOTATIONS

    The proposals (both technical and financial) should be in English language only and should indicate the firm/company’s full address. Interested firms/companies should send their signed proposals marked‘’ Request for quotations to produce and airing adverts, TV and Radio Talk-Shows/programs for the project “Improve adaptation and mitigation capacities for target population against COVID-19 effects in Rwanda”. Due to covid-19 restrictions; all quotations will be submitted in soft copies to RUB through rubura1994@gmail.com with a copy to info@rub-ura.org not later than Friday, 02nd November 2020 at 12pm.

    Only soft copies will be accepted and both successful bidders and unsuccessful ones will receive feedback on their proposals.

    In case further clarifications might be needed during the period of the bid evaluation; RUB may require this in writing to tenderers and responses might be in same channel of communication.
