TERMS OF REFERENCE (TORS) - Recruitment of a consultant to produce a radio soap opera
ABOUT RUB
Rwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda. It represents an estimated number of 3000 members in Rwanda who are blind and partially sighted and these members are grouped into 64 branches which are located across the country. The organizational activities and interventions aim at improving the living conditions of persons with visual impairment trough advocacy, promoting the education of children with visual impairment, capacity development of members and rehabilitation program/service.
II.BACKGROUND INFORMATION
RUB secured funds from the Grand Challenges Canada to implement a project entitled "Breaking stigmas to accessing SRHR services for blind and deafblind women and girls in Rwanda". With the implementation of this project, RUB would like to produce and air a radio soap opera programme with the purpose of raising awareness on issues of sexual and reproductive health and rights and sexual and gender based violence affecting women and girls with visual and deafblindness in Rwanda.
In connection with the above context, RUB would like to recruit an expert/consultant who will produce a soap opera to be aired on 3 local radios within a period of six months.
III.OBJECTIVES AND TASKS OF THE ASSIGNMENT
The purpose of this assignment is produce soap opera which will be aired on radio as part of the communication for educational and behavioral impact campaign undertaken in the project to positively influence the attitudes/behaviors of community on SRHR and SGBV issues affecting women and girls with visual and deaf-blindness disability. Soap operas programs will contain a message focusing on breaking stigmas to accessing SRHR services for blind and deafblind women and girls in Rwanda and GBV issues affecting women and girls with visual and deafblindness disability in Rwanda.

IV.APPLICATION PROCESS AND DEADLINE
All interested consultants should send their proposals (both technical and financial) in sealed envelopes marked ’Application for consultancy to produce radio soap opera". Applicants are encouraged to submit their hard copies application documents to RUB office not later than Tuesday 14th February, 2023, 4pm.
Only hard copies will be accepted and shortlisted applicants will be contacted for an interview. In case you do not hear from us within 5 days after the application closing deadline, consider your application unsuccessful.
