    TERMS OF REFERENCES -REQUEST FOR QUOTATIONS TO PRODUCE AND AIR RADIO TALK-SHOWS

    I. INTRODUCTION

    Rwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995 with the mission to work towards the improvement of the situation of blind people through education and rehabilitation to facilitate meaningful equality and integration. RUB envisages having a situation where all necessary services for people with visual impairment are provided as a right of the individual and see education and employment opportunities as well as all other welfare services being as available to those who are visually impaired as they are to all other citizens.

    As years went by, RUB established various programs and interventions in line with the continuous efforts to advocate for the inclusion of persons with visual impairment into the mainstream society. The organization has been strengthening and extending the scope of its activities and work by establishing branches in all districts of the country. Currently, RUB has 64 well-established branches in all 30 districts of the country

    RUB promotes the rights of people with vision impairment through advocacy, education and outreach work to build the Rwandan society awareness and support for inclusion. Its members are supported in a wide range of situations, including cases where they have been denied their right to education, to work, to live independently, to access a good standard of healthcare and to enjoy participating in family and community life.

    The organization utilizes advocacy and lobbying, and other various strategic mechanisms including collaboration with media in order to advocate for access to necessary services and inclusion of persons with visual impairment in mainstream society.

    Advocacy is RUB’s instrument in ensuring that the views, wishes and aspirations of visually impaired people are heard when decisions are made about their lives. It aims to legitimize the needs and rights of persons with visual impairment as rights holders as declared in CRPD to address the denial of human rights to persons with visual impairment in Rwanda.

    II.BACKGOUND INFORMATION AND RATIONALE

    Despite the growing global focus on gender equality and empowerment of women and girls including those with disabilities driven by the Sustainable Development Goals (SDGs) and the Convention on the Rights of Persons with Disabilities (CRPD), violence against women and girls with disabilities in particular women with visual impairment has been broadly overlooked. In Rwanda, Societal adherence to medical and charity models of disability, as well as the service provision derived from these models, has eroded the human rights and dignity of women and girls with visual impairment. In addition, traditional societal attitudes and cultural practices continue to support negative perceptions of visually impaired people in Rwanda. This contributes to limited access to different available services and their full inclusion in society.
    Women and girls with visual impairment do not only experience the same forms of violence all women and girls experience, but they are also at higher risk of other forms of violence and mostly they become victims of sexual and gender based violence (SGBV). In addition, women with visual impairment are less likely to access GBV support services and justice compared to their peers without disabilities. Most of the services available are not fully accessible for women with visual impairment interlinked with limited awareness on available services and reporting systems.
    The situation described above has led to unacceptable levels of human rights violence against women and girls with visual impairment. This also puts women and girls with visual impairment at a higher risk for various forms of violence mainly sexual violence, as they are often dependent on their family or community members and are less self-sufficient in their daily routines. Consequently, it results to an increased cases of Gender Based Violence among women and girls with visual impairment.

    All the challenges are connected to attitudinal barriers, inaccessibility of health services in cases of SGBV or domestic violence, inaccessibility of legal support and limited awareness of women and girls with visual impairment on available support services.

    Based on the effects resulting from SGBV among women and girls with visual impairment, there is a high need to inform women and girls with visual impairment on available support services, case reporting systems and preventive mechanisms. There is also a huge need to educate other members of the community including the general public, and the government officials on this pertinent issue affecting lives and rights for improved protective mechanisms.

    The proposed radio talks-shows are expected to contribute in awareness raising through educating the community on how they can assist visually impaired people to access GBV and SRHR related information, legal aid and support service.

    III.DESCRIPTION AND SCOPE OF THE SERVICE REQUIRED

    Rwanda Union of the Blind (RUB) have secured funds from GIZ-Rights Based Program to implement a one-year project which seeks to address human rights issues for the enjoyment of rights by persons with visual impairment in Rwanda and therefore under this project, RUB would like to request for quotations from competent media houses/firms to produce and air four radio talk-shows( two live radio talk-shows and two recorded radio talk- show) which will be focusing on the rights of persons with visual impairment specifically targeting women and girls for accessing GBV support and services.

    The messages to be delivered through those radio talk-shows will mainly target the following type of audience:

    • -Persons with visual impairment
    • -General public
    • - Local authorities and Government officials

    Key message: Preventing Sexual and Gender Based Violence among women and girls with visual impairment in Rwanda and advocacy on access to Sexual Reproductive Health as a human rights issue.

    IV. PURPOSE AND OBJECTIVES

    4.1 Purpose

    The radio talk-shows are being produced and aired as part of the RUB communication for educational and behavioral impact campaign undertaken in the project to positively influence the attitudes/behaviors of the community members on issues affecting the rights of women and girls with visual impairment and how they can be assisted in the case of SGBV incidents.

    4.2 Objectives of conducting these radio shows are:

    • • To raise awareness about the rights of persons with visual impairment in general and specifically women and girls with this type of disability;
    • • To raise awareness on vision disability and to facilitate a clearer understanding of the uniqueness of this type of disability and how visually impaired people can be assisted to access information and other necessities;
    • • To inform women on available SGBV and GBV support services’
    • • To advocate for inclusive and accessible SGBV services and information for the inclusion of women and girls with visual impairment and realization of rights of the rights of women with disabilities including those with visual impairment which are sourced in the UNCRPD art.6 and SDGs goal 5 related to the rights of women with disabilities and gender equality and empowerment of women and girls.

    V. EVALUATION / SELECTION CRITERIA

    All interested competent media houses/firms should meet the following criteria:

    • • Be registered as an official company/firm in Rwanda and in possession of full registration documents and able to provide official receipts;
    • • Have the valid tax clearance form and possess EBM to provide official receipts;
    • • Media house/firm profile containing evidence of the work done in producing and airing radio talk-shows, preferably disability related ones;
    • • Expression of interest outlining how the firm/company meets the selection criteria and their understanding of the TOR.;
    • • Propose a methodology on how the work will be conducted and the work plan with time frame;
    • • Experience in working with disability organizations would be an added advantage;
    • • Have the commitment to submit the most economically advantageous which includes a reasonable price, delivery time and good quality;
    • • Have experience in doing similar work( at least 2 references/proofs to be attached )
    • • A financial proposal detailing itemized fees, production/airing/ and taxes
    • • Show in the proposal the media house coverage size;
    • • Only registered firms / companies will be considered.

    VI. CONTENT AND HOW TO SUBMIT QUOTATIONS

    The proposals (both technical and financial) should be in English language only and should indicate the firm/company’s full address. Interested firms/companies should send their signed proposals marked’ Quotations to produce and airing, Radio Talk-Shows and jingle”.

    All applications documents should be submitted in hard copies to RUB office not later than Thursday 8th June, 2023 at 4pm.
