    Enabel is active in Rwanda since 2000. It implements projects as defined in the successive Cooperation Programmes negotiated between the Government of Rwanda and the government of Belgium.

    Currently, Enabel is implementing a cooperation programme in three priority sectors of development of Rwanda: health, energy and decentralization.

    Following a recent established Network of Hospitals in the City of Kigali requiring the use of available e-Health tools and systems; Enabel in Rwanda in collaboration with the Ministry of Health wishes to recruit two technical support staff (m/f) who will facilitate the process of setting up a Hospital Information Network (HIN) system in the City of Kigali.
    Through the system, healthcare providers within the network will share their operational key information to ensure quality and continuum of care among the citizens.

    1. Program Developer and Designer

    The function

    The Senior Software Developer:
    • Develops strategic system architecture plans;
    • Designs development and documentation of system functionalities (fully implement system requirements);
    • Performs adequate unit and integration testing;
    • Ensures security policy appliance in software development lifecycle;
    • Ensures deployment of developed application and its maintenance;
    • Provides training to end users for developed application;
    • Builds and transfers capacity to health sector developers.

    Technical skills

    • Having knowledge of web and apps development using Java, Python and Java, JavaScript and php;
    • Experience in conducting technology, trends, standards and products research;
    • Experience providing guidance and leadership to novice systems engineers;
    • Proven experience in developing an integrated application;
    • Proven experience identifying, analyzing and resolving system problems;
    • Having knowledge of system design and architect;
    • Knowledge and experience in mobile applications development will be an advantage;
    • Having a good grasp of Data Structures and Algorithms;
    • Having knowledge of Relational Database in Advanced Database Systems (ORACLE, DB 2, Informix, Postgres, SQL Server MySQL) and practical experience;
    • Technical knowledge in computer security technologies and their implementation;
    • Having knowledge of system design and architect;
    • Ability to effectively prioritize and execute tasks while under pressure;
    • Strong customer service orientation;
    • Experience working in a team-oriented, collaborative environment;
    • Excellent analytical and problem-solving skills.

    Degree and Experience

    • Bachelors’ degree in Information Technology (IT) or a related discipline such as Computer Science, and IT applied in management specialized in Software Development, Java J2ee, and Struts framework development with at least 5 years’ experience;
    • Possession of a relevant postgraduate qualification with 3 years’ experience will be an added advantage;
    • Experience in e-Health will be an added advantage;
    • Be familiar with open source platforms like OpenMRS, OpenClinic, OpenHIE, DHIS2;
    • Rwandan Nationality;
    • Proficient in English and French.
