    Job Description
    - Facilitate Meetings of the PFM Reform Steering Committee, PFM Reform Technical Committee and ensuring that Component Leaders conduct Periodic Meetings of the Component working Teams;
    - Provide Technical Support and Guidance to the PFM Reform Program with emphasis on effective delivery and Longer - term sustainability;
    - Support Pillar and Component Leaders to develop Annual Action Plans and Budgets within the Framework of the PFM Reform Strategy and ensure that they are reviewed and approved by the PFM Reform Steering Committee;
    - Ensure that Budgets and Procurement Plans based on the PFM Basket Fund Annual Action Plans prepared and approved by the PFM Reform Steering Committee;
    - Ensure that the M&E System to track the implementation of the PFM Reform Strategy on a regular basis is developed and provide support in monitoring the implementation of the PFM Reforms;
    - Review the Technical aspects of all Consultancy Terms of Reference to ensure proper alignment to the PFM objectives under the PFM Reform Strategy;
    - Advice on and provide technical support to the Pillar and Component Leaders in Building their Capacity to ensure their increased understanding and mastery of the technical and change management aspects of PFM Reforms for greater ownership and sustainability of the PFM Reforms Program

    Job Profile: Master’s Degree in Project Management, Finance, Accounting, Business Administration, Economics, Management with 3 years working experience in externally funded projects or A0 in the same arears with 5 years of working experience in external funded projects.
    Skills and Knowledge:
    - Extensive knowledge of different Public Financial Management systems;
    - Conversant with Procedures used in managing Donor Funded Projects especially those of the World Bank, UK - DFID, KfW, etc..
    - Should be Computer Literate and Fluent in English.

    ECONOMIST IN CHARGE OF RESEARCH & MODELING

    Job Description
    - Formulate tax policies to achieve economic policy objectives and evaluate its impact on both tax payer and the economy;
    - Identify new avenues of widening the tax base and raise domestic revenues to finance government budget;
    - Participate actively to Tax Policy Committee;
     Study and advice on the effect of tax policy measures on individuals, business and economy;
    - Prepare annual and medium term revenue forecasts;
    - Prepare quarterly and annual revenue performance reports;
    - Draw up appropriate legal requirements for revenue collection and related legislation;
    - Monitor the implementation of existing tax policies and advise on the proper reviews;
     Monitor and report on how Rwanda implement EAC common external tariff and other protocols signed with other economic blocks;
    - Negotiate tax treaties (Avoidance of Double taxation agreements) with Rwanda’s strategic trade partners;

    Job Description

    • Work on regional economic integration activities;
    • Prepare briefs on issues related to regional economic integration;
    • Conduct balance of payment projections and analysis;
    • Write trade balance briefs on monthly and quarterly basis;
    • Analyze and document BOP assumptions and propose improvement;
    • Participate in EAC negotiations and prepare reports accordingly;
    • Maintain and update key regional economic indicators;
    • Prepare annual, medium and long term forecasts of relevant macroeconomic variables (GDP, inflation, fiscal, external sector;
    • Participate in the preparation of the Economic reports (quarterly report and annual) together with other economic briefs;
    • Participate to IMF mission negotiations and provide inputs on different aspects;
    • Monitor the economic Programme with the IMF
    • Maintain an up - to - date macroeconomic model;
    • Compile all macroeconomic variables relevant to run the model;
    • Check consistency of sectors forecasts within the model;
    • Establish and maintain a single repository of all macroeconomic data;
    • Prepare quarterly analytical reports on growth developments with focus on key growth determinants;
    • track economic progress;
    • Surveying the economic situation and its prospects;
    • Develop models to analyze, explain and forecast economic behavior and patterns;
    • Design policies or make recommendations for solving economic problems;
    • Prepare and participate to regional fiscal related initiatives, meetings, events etc;
    • Represent MINECOFIN and fulfill request for economic advice on cross government and private sector initiatives, meetings, events etc.
    • Make quarterly growth estimates and forecasts

    Job Description
      Ensure all payments and transfers are within the adopted budget of the public entity, legitimate and adequately supported;
      Ensure all payments and transfers are within the cash limits set by the Treasury Management Committee;
      Ensure government payments are well supported and executed within the set timeframe.
      Facilitate the recovery of any payments including interest and other costs incurred by Government due to the honoring of outstanding guarantees,
      Prepare forecasts on Government debt servicing and disbursements as part of the yearly budget preparation;
      Supervise the preparation of monthly bank reconciliations and take remedial action on outstanding items;
      Coordinated the preparation of monthly, quarterly and annual Treasury Reports containing all transactions through the consolidated fund account and special bank accounts with the National Bank of Rwanda.
      Archive all transaction documents in accordance with government policies and regulations.
