    TERMS OF REFERENCE FOR RECRUITING AND SELECTING ENUMERATORS

    Ripple Effect is an international Christian organization fighting global poverty. Ripple Effect and its partners work with vulnerable communities to address the underlying causes of poverty and promote development, as well as mitigating suffering caused by drought and displacement. Ripple Effect approach brings smallholder farmers together to learn more, grow more and sell more. They can feed their families nutritious food, and with a surplus to sell can invest in their farms, send their children to school, and build sustainable agri-businesses. Ripple Effect distinguishes the importance of building local capacities for sustainable change, and to this end, we desire to create a pool of young talented individuals to be engaged as enumerators in conducting surveys.

Ripple Effect distinguishes the importance of building local capacities for sustainable change, and to this end, we desire to create a pool of young talented individuals to be engaged as enumerators in conducting surveys.

    The primary objective is to get qualified enumerators to support in undertaking surveys and routing data collection activities initiated by Ripple Effect. The main task that enumerators will be responsible is data collection of all facets. Hence, Ripple Effect will recruit experienced data collectors to undertake both quantitative and qualitative data collection with highest quality measures.

    Duties and Responsibilities:

    Supervisor

    • Ensuring that sampled households are identified and interviewed in an appropriate manner.
    • Providing leadership and inculcate team spirit.
    • Monitoring the quality of the data the interviewers collect.
    • Controlling use of the vehicle(s) assigned to the team if any.
    • Responsible for all accessories and other office equipment for the survey.
    • Ensuring data entry is well captured in the field.
    • Preparing data collection briefs.
    • Interviewer/Research Assistant
    • Locating sampled households with assistance of the supervisor.
    • Conducting the interviews to the targeted respondents and completing the questionnaire(s).
    • Checking the completed questionnaires to ensure all questions are asked and recorded.
    • Arranging for interviews and call-backs.
    • Maintaining confidentiality of the interviews and the data collected.
    • Taking responsibility for the allocated survey materials and equipment.
    • Preparing debriefing notes for the supervisor.
    • Forwarding to the supervisor all relevant notes.
    • Interviewing and capturing household information using computer aided personal interview (CAPI) approach.

    Skills and Qualification

    Required hard skills.

    • Degree in any of the relevant fields of social sciences, statistics, economics, development studies, monitoring & evaluation, and another relevant field.
    • Prior experience in conducting field data collection work using participatory approaches in different locations in the country is essential.
    • He/she must be willing to travel to the different regions of the project sites.
    • Prior experience in interviewing and facilitating FDGs (Focus Group Discussions) and Key informant interviews (KII).
    • Must have considerable knowledge of the local culture and context.
    • Excellent knowledge of English and Kinyarwanda.
    • Displays exemplary positive behaviors for consistency, predictability, and reliability at work to complete assignments and meet deadlines.
    • Experience and knowledge on digital data collection approaches.

    Required soft skills.

    Objectivity: Ability to collect and gather information in an objective way

    Listening: With the ability to actively listen and capture the exact response from respondents.

    Accuracy: Must have the ability to interpret and record responses appropriately without distorting the respondent’s meaning or confusing the reader.

    Communication: confidently and professionally expresses self, able to ask questions and help the respondent understand what is needed from her/him.

    Honesty: Show a high level of integrity and will not fabricate responses or misrepresent the program.

    Relationship building: Should build trust with people in rural areas and ensure confidentiality.

    Cultural Awareness: Must be aware of and sensitive to the cultural expectations of communities in the project sites.

    Endurance: Must be able to work for full day working hours in the field across a number of days.

    Team player: Have the ability to work with a diverse team.

    Deliverables

    • Submit clean and completed data collection forms.
    • Collect clean and completed data screening during data entry.
    • Clearly and well-written notes from KIIs and FGDs.
    • Field data collection summary report clearly highlighting challenges, learning and recommendations.

    Scope of Work

    The selected Enumerators will work in Ripple Effect Operational areas. However, s/he may be required to make frequent travels within the respective project sites.

    Time Frame.

    The selected enumerators will be active the entire period of data collection.
