    TERMS OF REFERENCE FOR RITCO STRATEGIC PLAN 2020-2025

    Rwanda Inter-Link Transport Company Ltd is a public - private company which was established in 2016 to operate intercity transport in Rwanda and mandated to facilitate the population living in rural areas get out of isolation by enabling them to access development activities.

    Terms of reference;

    The consultant to be hired will perform the following activities;

    • • Establish RITCO’s Ltd. business overview.
    • • Establish the company’s vision, mission and goals aligning with what is on board.
    • • Propose ways to increase the market share taking into consideration the transport business industry and competitors in Rwanda.
    • • Identify needs, problems and opportunities (SWOT) analysis.
    • • Develop and identify the methodology on how the strategy will be produced.
    • • Develop options/solutions,
    • • Review human resources structure and its impact on the company’s performance.
    • • Develop a five-year strategic plan for Ritco garage, review its structure and advise on how it can be a standalone business entity within RITCO Ltd.
    • • Develop a five-year strategy for Ritco being a vocational training center for public transportation.
    • • Review the current transport operations and propose how best it should be performed.
    • • Shade light on growth perspectives and any other potentialities taking into account the structure of the market trends of transport industry.
    • • Propose ways to mitigate malpractices in transport business.
    • • Rank problems with corresponding solutions,
    • • Develop the Action Plan for Implementation of the solutions,
    • • Implement the recommended solutions,
    • • Regularly monitor and evaluate performance with respect to objectively verifiable indictors and
    • • Modify the plan if need be.

    Qualifications and Competences

    The Consultant firm will be a firm with professional certifications in the relevant areas of this assignment and should have at least 5 years of experience in the similar areas (strategic plan design) as well as having undertaken such assignment in the past.

    Reporting Requirements

    Reporting requirements concern the draft and final strategic plan.

    Timeline of their submission are scheduled as follows:

    The Consultant(s) will submit:

    a) The draft report within 15 calendar days after the signature of the contract. The draft report will be analyzed within a period not exceeding 10 calendar days;
    b) The final report will be submitted within 5 calendar days after the submission of the feedback and observations made by RITCO’s staff appointed to the assignment.
    The final report will be approved by RITCO BoD and should take into account all amendments made by the comparable Board.

    The language of communication should be English.

    Duration

    The Consultants are expected to deliver the required 5 years’ strategic plan within a maximum of thirty (30) calendar days after the signature of the contract.

    Reporting Arrangements

    The Consultant will report directly to the Senior Management, RITCO. The client will provide relevant background documents necessary for the assignment including, previous business/strategic plan and any other related documentation. The client shall be responsible for the coordination of meetings and other activities under this Consultancy.

    Application Process

    Interested and qualified consulting firms should submit their technical and financial proposals at the RITCO Head office not later than 20/12/2019 at 10:00 am late submissions shall not be received.
