    TERMS OF REFERENCE (TOR)

    Consultancy for the development of the Strategic Plan of the Rwanda Organization of People with deafblindness (ROPDB)

    Job Title: National Consultant
    Type of Contract: Individual Contract
    Expected starting date: 17th December 2020
    Duration of assignment: 20 working days

    1. Background

    Rwanda Organization of Persons with Deafblindness in Rwanda (ROPDB) is the organization aiming to promote and protect the rights of persons with deafblindness. This category of disability has been excluded among other categories because it has not been recognized as a distinct disability type. ROPDB come up with the main objective of improving the living conditions of persons with deafblindness.

    The concern for the people with disability globally is seeking appreciation and recognition as a marginalized group and in this case and specifically speaking, we focus on the Deafblindness. We draw our attention on their situation as one key global agenda. The numbers of persons with Deafblindness are still growing as their identification continues, championed through various avenues of advocacy by key stakeholders through institutions like Rwanda Union of the Blind, Rwanda National Union of the Deaf and Rwanda National Association of Deaf Women plus various support organizations like My Right and to other support bodies including government bodies. There is hope that with this joint efforts and initiatives the People with Disability and specifically Deafblind will have better lives in Rwanda.

    The Government of Rwanda has continued to play a big role in supporting the People with disabilities including the deafblind. Also, the government of Rwanda is increasingly supporting inclusion of persons with disabilities in all government programs through government legislation and policies. Representation of persons with disabilities in the national parliament, the establishment of the national council of persons with disabilities and the signing and ratification of the UNCRPD are some key milestones in the government’s desire for full inclusion of persons with disabilities in all government programs.

    Regulatory initiatives have equally continued to be enforced by various government ministries aimed at fostering better synergies that support the better living of People with Disability where the Deafblind are not exceptional. However, this is not enough as the Deafblind in Rwanda still have patent challenges to be addressed emerging from the situational analysis ranging from Psycho –social and economic challenges they face as they struggle to find means of making ends meet.

    ROPDB was established in November 2018 with a Mission to serve an organization of persons with disability for cooperating, bring opinions together aiming in particular to promote and protect the rights of Persons with Deaf blindness.

    Vision: A situation where people with deaf-blindness access all rights, receive rehabilitation and basic education and promote their welfare as other citizens

    2. Purpose of the consultancy

    The purpose of the consultancy is to lead and provide technical support to the process of the development of a five-year Strategic plan and operational plan of ROPDB that will enable ROPDB to achieve its mandate.

    3. Objective, Scope of work and responsibilities

    Objective, scope of work and responsibilities of the consultant will include but not be limited to:

    • a) Review the vision and mission based on ROPDB’s mandate;
    • b) Undertake target group, beneficiaries and stakeholders mapping and analysis
    • c) Undertake a situation analysis of ROPDB operations to date;
    • d) Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;
    • e) Review the organizational capacity, organizational set up, financial and administrative systems against the ROPDB mandate and the identified strategic objectives and key result areas; and make recommendations;
    • f) Propose a strategy for achieving the strategic objectives and key results;
    • g) Develop a results and resources Framework for the planned period;
    • h) Hold target group, beneficiaries, board members and stakeholders’ meetings to validate the drafted strategic plan and operational plan
    • i) Finalize strategic plan and submit to ROPDB not later than March 31st 2021

    4. Deliverables

    •  Inception report detailing work plan, methodology, table of contents, strategy, description of activities, timeline and stakeholders to be consulted, etc
    •  Draft report including specified plan, expected results, monitoring and evaluation, risks and sustainability
    •  A final five-year strategic plan and operational plan including a results and a resources framework
    •  A fully costed operational plan for the period covering the whole strategic plan
    •  Report on the process including target group, beneficiaries, board members and stakeholders’ consultations and workshops

    5. Time span/frame

    This assignment is expected to be carried out for a period of 20 working days

    6. Organizational arrangements

    The consultant will report directly to RUB and the board of ROPDB. ROPDB will provide relevant background documents necessary for the assignment including, ROPDB necessary legal documents, roadmap, narrative and financial reports and other documents that may be required by the consultant. Where necessary, ROPDB will be responsible for coordination of meetings and other queries in which the consultant may need assistance such as tactile language facilitation, etc.

    7. Expertise

    a) Academic qualifications

    •  At least a master’s degree in a relevant field in the area of planning, public policy and developments studies
    •  Strong project management and coordination skills
    •  Strong leadership skills and able to coordinate multiple stakeholders
    •  Strong track-record of achievements organizing multi-stakeholders’ processes
    •  An effective English communicator, both oral and written, Kinyarwanda is an added advantage
    •  Experience with reporting, monitoring and evaluation skills

    b) Experience

    •  At least five years’ professional experience in strategic planning and management
    •  Prior working experience with persons with disabilities and working with persons with deafblindness will be an added advantage
    •  Demonstrate experience in working with organizations of persons with disabilities, international NGOs in development programs especially in the area of disability

    c) Skills and competencies

    •  Ability to work with minimal supervision
    •  High level written and oral communications skills in English, Kinyarwanda and French
    •  Must be results oriented, a team player, exhibiting high levels of enthusiasm, tact and integrity
    •  Demonstrate excellent interpersonal and professional skills in interacting with development partners and persons with disability
    •  Skills in facilitation of stakeholder engagements/workshops
    •  Evidence of having undertaken similar assignments
    •  Experience in research, policy development, management and programming related work
