    II. Staff Under RTDA Feeder Road Development Project (under contract)
    District Feeder Road Engineer Ao in Civil Engineering, Road construction with at least three (3) years working experience or Master’s degree in construction Management, Civil Engineering, Real estate and Construction Management, Road Engineering and Construction, Building & Construction, Civil Infrastructure Engineering, Road Safety with one (1) year of working experience.

    Key technical skills and knowledge required:
    • Communication skills: Have very good communication skills (written and oral) in
    English and/or French. Good knowledge of both languages will be an advantage;
    • Management skills: Have well developed planning and organization skills and good
    ability in working productively in a team environment;
    • Other skills: (i) Have good computer skills (Word, Excel; Access, MS Project and
    AutoCAD); (ii) demonstrate good reporting skills; (iii) have good skills in computer
    software used for project management and for design and manage roads and; (iv) be
    in good health and have the ability to sustain long fields site working conditions.
    • Be registered in the Institution of Engineers Rwanda.

    Reporting: The District Feeder Roads Engineer/ District Project Manager will work closely with the District administration and produce written reports for all his/her activities undertaken every month. All reports will highlight the main achievement with regard to the planned activities and submitted directly to District Executive Secretary and the Feeder Roads Program Manager in RTDA.

    Social Safeguards Officer MSc in Development studies, Sociology, Geography, with minimum of one (1) year of full- 4 time relevant professional experience in the social safeguards sector related field or A0 in environmental studies, development studies, Sociology, with at least three (3) years of working experience in social or environmental related field. Have relevant social safeguards implementation experience, preferably in road development projects; including the development and implementation of social safeguards instruments (RAPs, EIAs, ESIAs, ESMPs, etc);

    Key technical skills and knowledge required:
    • Knowledge and experience working with World Bank safeguards policies and instruments; or with similar standards and policies of other multilateral development
    institutions such as AfDB, ED etc will be an important advantage.
    o Communication skills: Have very good communication skills (written and oral) in
    English andj or French and Kinyarwanda. Good knowledge of all languages will be
    an advantage;
    • Management skills: have well developed planning and organization skills and good
    ability in working productively in a team environment of diverse backgrounds;
    o Other skills: (i) Quantitative and analytic skills, (ii) Working knowledge of Microsoft
    programs (Excel, Word, PowerPoint), (ii) Ability to manage priorities and be detail oriented within a dynamic, fast-paced environment, (iv) Work in a team
    environment to determine and or review ideas to find solutions to problems, (v)
    Ability to work independently with little or no supervision while maintaining a high,
    (vi) level of efficiency and still upholding a team mentality, and, (vii) knowledge of
    Gender-wide topics, specially GBV, SEA, VAC and SH.

    Reporting: The Social Safeguards officer will report to the District Executive Secretary with and to Feeder Roads Program Manager.

    Contract Management Specialist Master’s degree in construction Management, Civil Engineering, Road Engineering and Construction, Civil Infrastructure Engineering, with one (1) year of working experience in engineering related field or Ao in Civil Engineering, Road construction with at least five (5) years working experience in engineering related field . He/She should be having three years in contract management or contract administration, preferably with Donor funded projects

    Key technical skills and knowledge required:

    • Have very good communication skills (written and oral) in English and/or French. Good knowledge of both languages will be an advantage;
    • Have well developed planning and organization skills and good ability in working
      productively in a team environment of diverse backgrounds;
    • (i) Have good computer skills (Word, Excel; Access, MS Project and AutoCAD), (ii)
      demonstrate a good reporting skills, (iii) have good skills in computer software use for project management and to design and manage roads and (iv) be in good health and have the ability to make frequent trips across the country Rwanda.

    Reporting: The Contract Management Specialist will report to the Feeder Roads Program Manager
