    TOR FOR RECRUITMENT OF A CONSULTANT TO CONDUCT THE PROJECT EVALUATION

    RUB had been Implementing a five year project which started on 1st January, 2018 up to 31st December, 2022 entitled” Strengthening RUB at National and branch levels being funded by Swedish Association of the Visually impaired (SRF) through MyRight Empowers people with Disabilities- Sweden.”

    This project came to consolidate and enhance the achievements made in the two preceding earlier projects. The reason why this project was started is to:

    •  Continue empowering RUB at national level and to establish 6 new branches in 3 new districts: Muhanga, Nyanza and Rwamagana and to strengthen the ten branches already established in the two earlier projects.
    •  Continue supporting the rehabilitation of PWVI at the Masaka Resource Centre for the Blind (MRCB) and carry out follow up visits after the training.
    •  Continue organizing the sensitisation and training of local authorities to support our efforts towards inclusion of persons with visual impairment.

    Objectives of the project evaluation:

    The external evaluation will focus on the Lesson learned” of this projects. In particular the following questions should be answered:

    • a) Assess the effectiveness and achievements of RUB PROJECT objective and immediate objectives.
    • b) Compare progress in achievements over the time frame, using indicators as per RUB’s results framework.
    • c) Identify the weaknesses and strengths in the implementation of the project activities (SWOT analysis).
    • d) See what has been achieved, what approaches have worked and what has not worked.
    • e) Identify key ‘success stories’ or case studies that can be shared with stakeholders ( NGOs, Government , donors and other stakeholders ) and maybe also look at cases that have no success to learn what still needs to change
    • f) Extent to which cross cutting areas such as gender, age, HIV/AIDS, environment and conflict have been covered;
    • g) Assess the aspects of project sustainability, learning and best practices for future replication and organizational learning.

    With the above background, Rwanda Union of the Blind (RUB) would like to recruit an Expert or a qualified firm to conduct the project evaluation.

    Qualifications

    Applicants should have the following qualifications:

    • • At least Master’s degree in the related fields: policy analysis, planning and management, monitoring and evaluation and auditing
    • • Experience: at least three (3) years assessing and evaluating the project emplimentation.
    • • Knowledge of disability issues in Rwanda and Experience in working with disability movement
    • • Good command in English (the project evaluation reports will be in English Language.
