    The Management of Energy Development Corporation Limited (EDCL) would like to inform the public that it is recruiting qualified and experienced staff for an Accountant Rusumo HPP:

    1Project Accountant/RHPP

    The Project Accountant will work closely with the Project Coordinator to ensure that:

    • 1. The establishment and maintenance of financial management and internal control systems for the project that are in compliance with GoR Regulations and Bank Financial Management Policy Guidelines (2014);
    • 2. The requisitioning of Project Funds is done in accordance with the Letter of Agreement and Bank’s Disbursement Guidelines including ensuring that only eligible project activities are financed using the grant resources and that the funds flow smoothly, regularly and predictably; that project expenditures are adequately supported proper and timely accountability for Project resources, especially funds disbursed through the Project Special Account;
    • 3. Proper books of accounts are kept, including all disbursement ledgers and that all expenditures and related supporting documents are properly and physically archived for review and auditing purposes by external Auditors;
    • 4. Proper classification of and allocation of expenditures in accordance with the respective components, disbursement categories and sources of fund in compliance with the Project Appraisal Report;
    • 5. Monthly analytical reports on the financial performance of the Project, including the standard Interim Financial Reports required by the Bank are prepared and submitted timely;
    • 6. The preparation of annual project financial statements is done in accordance with the IPSAS;
    • 7. The external audit arrangements are properly coordinated, including liaising with the Office of the Auditor General to ensure the timely submission of audited project financial statements to the Bank within the stipulated time frame;

    Educational Requirements & Related job Experience / Qualifications

    • Bachelor’s degree in accounting with proven working experience of
    Three (3) years. Having experience on implementing and managing AIDB/World Bank funded projects is an added advantage.
