TERMS OF REFERENCE FOR RECRUITMENT OF A PROJECT COORDINATOR
I.POSITION INFORMATION
Project title: Empowerment of adolescents and young girls in school on Sexual and Reproductive Health and Rights (SRHR)
Duration of the project: 17 months
Working nature: Full-time assignment
Working hours: 40 hours a week (08:00’-17:00’; with a lunch break from 12:30’-13:30’)
Reporting to: The Executive Director
II. SGO BACKGROUND
Save Generations Organization (SGO), is a Rwandan Development Non-Government Organization (NGO) that works to prepare, empower and equip the future generations, with the main focus on vulnerable children, youth and women. It is operating in Rwanda since 2015 and is registered with Rwanda Governance Board (RGB) under the legal personality number 008/ RGB /NGO/2016.
In its mission to create space to children, youth and women’s integral development and healthy life, SGO intervenes in the domains of child protection and wellbeing, education, youth and women’s empowerment, and community healthcare.
We are partnering with Kvinna Till Kvinna to implement a project on ‘Empowerment of adolescents and young girls in school on Sexual and Reproductive Health and Rights’.’ The project will be implemented in Gasabo and Kamonyi District (in 8 schools, including 4 primary and 4 secondary schools/ 12YBE). The goal of the project is to increase the knowledge and information on sexual and reproductive health and rights (SRHR) to adolescents and young girls in school in Kamonyi and Gasabo districts. The following are specific objectives :
1. To increase girls knowledge and information on SRHR for informed decision making;
2. To build girls confidence and self-esteem to claim their SRHR and available services;
3. To reduce negative community perceptions and attitudes on SRHR;
4. To increase school teachers and management knowledge and information on SRHR;
5. To reduce stigma surrounding the use of contraceptives for young girls.
For that purpose, SGO would like to recruit a highly qualified Project Coordinator to coordinate the successful implementation of the above project activities in Gasabo and Kamonyi Districts.
III. TASKS AND RESPONSIBILITIES
Under the supervision of Executive Director, The Project Coordinator will be accountable for the following tasks and responsibilities:
– Works under the implementing organization (Save Generations Organization) and direct supervision of the Executive Director to coordinate, facilitate and finalize project implementation process;
– To lead the planning and monitoring process for both realization of planned activities and results as well as budget monitoring in consultation with the finance officer;
– To organize monthly meetings with the project officer and carry out monitoring field missions;
– Facilitates capturing the project participants’ functional requirements;
– Fulfils the responsibilites of a project officer for Gasabo site;
– Establishes definition of project scope and general baseline for time/costs;
– Writes the charter for the project;
– Facilitates developing a work breakdown structure (WBS) for the project;
– Facilitates and is accountable for development of detailed project estimates;
– Develops and is accountable for a detailed baseline of project schedule;
– Develops all project controls, including cost, time, change and risk;
– Oversees project execution with regard to schedule, budget, scope, quality and risk;
– Maintains accountability for quality of project deliverables;
– Manages vendor or subcontractor’s performance on the project;
– Manages overall project communications, including project documentation and reporting;
– Facilitates assignment/accountability of project resources;
– Works with implementing project officer on resource allocation and management of resource contentions;
– Manages project team efficiency and effectiveness, while coordinating and fostering teamwork;
– Facilitates project team meetings and status review meetings;
– Ensures adherence to the organization’s project management framework;
– Obtains written signoff on project completion;
– Provides periodic feedback to individuals and Project Officer on their project performance.
III. QUALIFICATIONS AND EXPERIENCE
SGO would like to recruite a highly experienced person with the following competences and qualifications:
– Being a Rwandan citizen, preferably a female candidate;
– Hold a Master’s or Bachelor’s degree in Education, Project Management, Economics, social sciences or any other related field;
– Have practically a proven working experience of at least 5 years managing or coordinating projects related to gender and girls/ women empowerment;
– Having managed a project on Sexual and Reproductive Health and Rights project will be an advantage;
– Minimum 3 years of relevant professional experience in project management, project monitoring and evaluation and relevant connected fields;
– Proven experience working in a team and working with partners in the implementation of a project;
– Ability to work in a team;
– Excellent analytical, interpersonal, communication and reporting skills;
– Has the capacity to manage her work independently;
– Excellent command of English and Kinyarwanda and outstanding written. The knowledge of french will be an advantage;
– Possess project management skills in planning, implementing, reporting and monitoring gender and girls empowerment projects; experience in managing a project on Sexual and Reproductive Health and Rights Projects will be an advantage;
– Possess skills and knowledge on girls and women’s rights;
– Possess knowledge and experience to work with youth, especially girls on Sexual and Reproductive Health Rights;
– Possess project writing skills
– Possess Monitoring and Evaluation skills;
– Have an experience of working with adolescents and young girls (That is an advantage);
– Possess skills, knowledge and experience on delivering training (That is an advantage)
– Good knowledge of NGOs and other local development agencies will be considered as an asset;
– Good communication and social skills;
– Computer skills (MS Word, MS Excel, MS power point and internet explorer)
