    MICROFINANCE INSTITUTIONS SUPERVISION

    1.1 Inspector, Microfinance Supervision, (1 Position)

    a) Job Summary

    The Inspector, Microfinance Supervision is responsible for contributing to the BNR’s mission of ensuring a sound and stable financial system by analysing the financial system in its environment on a permanent basis. and by identifying, assessing, monitoring and publishing risks associated with it.

    b) Key Responsibilities

    • • Collect and validate data for the system wide indicators;
    • • Analyze the impact of macro-financial and macro-prudential linkages on the financial system’s conditions;
    • • Assess and promote the robustness of the financial system architecture;
    • • Conduct macro-prudential analyses of the financial system;
    • • Produce indicators of financial system performance;
    • • Advise on the systemic crisis prevention and resolution;
    • • Assess regulatory frameworks of the financial institutions to ensure the effective monitoring and analysis of the financial intermediaries conditions;
    • • Research arid disseminate information on financial stability issues and risks, domestically, regionally and internationally; and Produce and publish an annual report on Financial Stability.

    c) Education and Experience Requirements

    At least a Bachelor’s degree in Business Administration, Finance, Accounting, Economics or a related field.

    2. CURRENCY & BANKING OPERATIONS DEPARTMENT

    2.1 Branch Manager (1 Position)

    a. Job Summary

    The Branch Manager is responsible for overseeing smooth and efficient management of operations of the Branch through proper planning, resourcing, coordination and
    performance Management.

    b. Key Responsibilities

    • • Working with the Director of Currency and Banking Operations in setting standards for service delivery based on internally set standards as well feedback from the existing clients;
    • • Establishing resource plans within the branch including staffing requirements:
    • • Overseeing effective service delivery within the branch;
    • • Defining and driving implementation of high operation standards among staff and processes that ensure high customer satisfaction rating;
    • • Developing staff development plans, and training, in line with expected output and existing gaps;
    • • Building and developing a high performing team through embedding performance development. mentorship and coaching;
    • • Ensuring that BNR standards are well communicated and understood by all staff within the Branch;
    • • Overseeing branch Operations and controls and preparing branch monthly reports:
    • Formulation and Implementation of branch development strategies;
    • • Participation in Operations/ Branch managers’ meetings as planned;
    • • Undertaking customer relationship building and maintenance.
    • • Maintain proper vault cash levels including ordering or repatriation of currency
    • • Keep staff informed of changes in operational policies and procedures.

    c. Education and Experience Requirements

    • • At least a Master’s Degree in Commerce or Business Administration.
    • • At least five (5) years’ experience in a financial institution in an operational oversight role; with at least two (2) in a managerial capacity.

    3. ICT SECURITY & GOVERNANCE DIVISION

    3.1 Officer, IT Security (1 Position)

    a) Job Summary

    The Officer, IT security ensures and maintain the Availability, Integrity and Confidentiality of BNR information and information processing facilities through monitoring and evaluating IT standards and frameworks being used in BNR. The IT Security Officer will also work closely with the technical subject matter experts to satisfy any internal and external audit requirements. He/she will execute all assigned accountabilities related to a continuous improvement of information security and IT governance practices and processes.

    b) Key responsibilities

    • • Participate in design and development of comprehensive information security standards in line with BNR’s IT Strategy and other policy documents;
    • • Research, design and develop security best practices and standards in relation to Windows and Unix servers, Oracle database and LAN and WAN networks configuration and ensure they are implemented;
    • • Ensure IT Governance implementation in the Bank;
    • • Formulate policies and procedures that are underpinned by the selected IT Governance framework;
    • • Elaborates the IT Governance processes and procedures to the ICT Directorate staff and trains them in order to be informed and embrace their processes for successful
    • implementation;
    • • Champions IT Governance projects by closely working with relevant entities in the Bank
    • • Implement information security standards across BNR in line with stipulated Policies;
    • • Implement strategies to ensure availability, confidentiality and integrity of BNR’s data, both electronic and non-electronic;
    • • Provide technical advice to ICT Directorate and staff on computer and data security issues;
    • • Work closely with and facilitate the work of internal and external auditors on the information security and follow-up with the implementation of audit recommendations;
    • • Liaise closely with other ICT divisions to ensure the availability of systems, applications, networks and databases;
    • • Keep abreast with technological trends and changes.

    c) Education and Experience Requirements

    • • Bachelor’s degrees in Computer Science, Information Technology or related field.
    • • Up-to-date knowledge of and experience in information systems governance
    • • Technical knowledge in computer security technologies and their implementation
    • • Professional certification such as CGEIT/ITIL/IS027001 LA/CISA or similar professional Certifications

    4.1 Officer, Performance Management & Employee Relations (1 Position)

    a. Job summary

    The Officer, Performance Management & Employee Relations exists to support BNR
    performance by designing performance management initiatives and maintaining employee relations that are triggered to ensure employee performance

    b. Key Responsibilities

    • • Participate in the planning and implementation of the performance management processin line with the Bank’s performance calendar;
    • • Ensure all performance review reports and planning for following year KPls are submitted and draft a report for the Management;
    • • Develop Performance Improvement Plans where necessary;
    • • Monitor employee engagement by consolidating feedback from new recruits and
    • providing guidance for people managers on ways of improving employee engagement;
    • • Receive and handle employee complaints, by giving necessary advice or seeking it were required, and generally help to resolve conflict at work;
    • • Handling disciplinary cases and legal action when necessary;
    • • Develop tools of conflict prevention and use techniques and strategies for conflict
    • resolutions among staff;
    • • Review core HR policies and recommend for way forward;
    • • Monitors and Conducts staff motivation surveys;
    • • Monitors key elements of BNR culture and propose enforcement mechanisms;
    • • Advising supervisors on treatment of staff and company policies;
    • • Undertake staff-exit interviews and incorporating the findings in the feedback to people managers and review of necessary practices towards employee engagement.

    c. Education and experience requirements

    • • At least a Bachelors degree in Human Resources, Management. Social Science or a relatedfield;
    • • Professional Diploma in Human Resources; and Certificate in Training of Trainers would be added advantage.

    4.2 Health and Safety Senior Officer, (1 Position)

    a. Job Summary

    The Health and Safety Senior Officer is responsible for providing healthcare services to Bank’s employees in addition to spearheading the development and implementation of health and safety policies and procedures for the Bank.

    b. Key Responsibilities

    • Develops and implements health and safety policies and procedures for the Bank;
    • Provides awareness, presentations, campaigns and seminars to the Bank staff on medical/health issues;
    • Attends to patients/employees’ First aid and basic healthcare needs.
    • Advise patients to see specialist services in hospitals where required;
    • Keep up to date with Health/medical developments, new drugs, treatments and medications, including complementary medicine that may be provided to employees whenever applicable;
    • Liaises with medical bodies to ensure compliance with requirements and maintain smooth working relationships with them;
    • Provides health related counselling to BNR employees
    • Keeps in touch with employees that are hospitalized and reports their status on
      regular basis
    • Monitors medical costs for all bank staff and dependents on a monthly basis and reports to Director, HRMDD for monitoring, planning and budgeting purposes.
    • Monitors staff Heath related absenteeism
    • Liaise Sports Management Team on follow up just in case of emergency

    c. Education and Experience Requirements

    • • At least a Master’s degree in Public Health.

    5. CORPORATE SECURITY DEPARTMENT

    5.1 Control Room Operator & Security Analyst (2 positions)

    a. Job Summary

    Control Room Operator & Security Analyst is responsible for monitoring and operating
    controls in the centralized control room of the Bank. The role holder is also responsible for monitoring entrance and exit doors at the Bank.

    b. Key Responsibilities

    • • Monitoring and controlling all doors that enter into the secured area of the Bank;
    • • Ensuring the surveillance monitors are observed at all times;
    • • Monitoring entry of all fire alarms within the facility;
    • • Use appropriate software and CCTV systems to monitor alarm activations and dispatch security guards to areas where emergencies occur;
    • • Ensure that the Control Room remains secure at all times and that no unauthorized persons enter the Control Room:
    • • Enforces NBR’s security policies and procedures;
    • • Carrying out some security repair works whenever necessary;
    • • Carrying any other work as may be assigned by the supervisor;
    • • Perform and any other work related assignment by supervisor.

    c. Education and Experience Requirements

    • Bachelor’s Degree in one of the following fields; ICT, Electronics and Telecommunication Engineering, Electrical Engineering or related any other related fields.

    6. ADMINISTRATION DEPARTMENT

    6.1 Technician (1 position)

    a. Job Summary

    The Technician is responsible for maintain the day-to-day operations and to assume
    responsibility for the maintenance of the physical assets of the Bank.

    b. Key Responsibilities

    • • Ensure that all equipment and machines at BNR are functioning as per the required standards;
    • • Responsible for the completion of all maintenance service requests as assigned;
    • • Ensure that there is a proper, constant and timely maintenance and repair of the Bank’s buildings, machines, equipment, assets and other physical infrastructure:
    • • Coordinate during practical completion/ final completion of works executed by Contractors and handover of new machines/equipment delivered by different suppliers:
    • • Ensure machines/equipment spare parts management and servicing contracts management to make sure that they are operating very well: and
    • • Help establish the technical specifications of the equipment, materials and products as required for maintenance and for tendering purposes.

    Bachelor’s Degree in one of the following fields; Electronics and Telecommunication
    Engineering, Electrical Engineering, Mechanical engineering or related any other related fields.
