    Economic Research Specialist

    Job Description

    Provide inputs in the preparation and monitoring the implementation of the PSI Program with the IMF;

    - Provide inputs and Coordinate the design, implementation and monitoring of Fiscal Policy;

    - Provide inputs in the Fiscal Reporting migration towards GFSM 2001 Requirements;

    - Liaise with NISR/BNR team to ensure collection of monthly data on Industrial and Agricultural Sectors;

    - Elaborating the GDP Projections and Provisional GDP estimates for Calendar and Fiscal Years;

    - Maintaining and updating the Inflation Projections throughout the Year using monthly NISR Data and Information on Global prices and domestic Economic Policy Environment;

    - Use Rwanda Macro Model for Macroeconomic Projections and Impact analysis;

    - Follow up on updating the Macro Framework Dataset;

    - EDPRS II macro Framework monitoring and evaluation;

    - Collecting and analysis of all Fiscal data required from Various Institutions concerned;

    - Preparing and compiling monitoring monthly, quarterly and Annual Consolidated Fiscal performance tables following the Targets in PSI Program;

    - Provide Fiscal Tables and Data on GFSM 1986 and follow up on Fiscal Targets in line with PSI Program.

    Director of Central Gvt Internal Audit Unit

    Job Description

    1.Carry out risk assessment of central government institutions and identify areas of high risks,
    2. Prepares a risk based audit plan;
    3. Designs the audit plan with clear timing;
    4. Ensures that the annual audit plan is approved by management of the institution.
    5. Evaluate the controls over revenues, expenditures, assets and liabilities designed to optimize the economical and efficient use of resources and effectiveness of operations;
    6. Assess whether current controls are adequate to identify risk and provide assurance on adequacy and effectiveness of risk management practices;
    7. Help management to improve efficiency and to ensure that governance, risk management and internal control systems are operating efficiently and effectively.
    8. Support and supervise internal auditors across all Central Government entities,
    9. Review Internal Audit plans from Local Government Internal Auditors,
    10. Formulate and disseminate internal audit regulations, policies, guidelines and audit methodology to Central Government Internal Auditors
    11. Arrange appropriate continuous professional development for Central Government Internal Auditors.
    12. Consolidate all quarterly and annual internal audit report from Central Government Internal Auditors

    Job Description

    Supervise local Government internal audit teams (Provinces and Districts and District hospitals)
    Coordinate risk assessment and annual planning of internal auditors in LG;
    Conduct joint audits with internal auditors in LG;
    Prepare quarterly consolidated reports on LG internal audit reports;
    Prepare quarterly consolidated reports on implementation of IA and EA audit recommendations;
    Quality assurance review of internal audit units in LG;
    Prepare training materials and train internal audit Units of Local Government entities;
    Supervise and coach internal auditors in districts and district hospitals on assignments;
    Conduct performance audit assignments;
    Support teammate users;
    Support data analysis tool users;
    Support the implementation of risk management in public entities;
    Develop and monitor internal audit strategic plan and action plans;
