    Job Human Resources Officer (Permanent)

    Job Description

    • Ensuring compliance with national standards & policies on data privacy and record management as they relate to employee ;
    • Monitor Staff Performance Contracts and prepare timely related report ;
    • Coordinate periodic Staff Performance appraisal/evaluation exercises and prepare timely related report ;
    • Manage administrative files of employees of the Institution and ensure their timely updates;
    • Follow up recruitment and placement standards, and ensure the application of procedures, and practices ;
    • Provide advisory service to all employees on human resources policies and procedures ;
    • Manage annual leaves and record absence levels in each department and provide statistical data to managers in relation to these ;
    • Review and exploit the attendance list and prepare periodic reports ;
    • Identifying needs and opportunities for improving;
    • Attend on HR related correspondence including responding on time staff related queries ;
    • Attend on HR related report as may be requested by competent authorities ;
    • Perform any other job related activity as assigned by the direct supervisor.

    Job Profile

    A0 in Human Resources Management, Management, Public Administration,

    Key Technical Skills & Knowledge required:

    • Deep knowledge of Rwandan public service and labor laws;
    • Knowledge in Conflict Management;
    • knowledge of the regulations applying to payroll procedures;
    • Knowledge of human resources concepts, practices, policies, and procedures;
    • Problem Solving Skills;
    • Computer Skills;
    • Judgment & Decision Making Skills;
    • Time management Skills;
    • Interview Skills;
    • High analytical Skills;
    • Teamworking Skills;
    • Fluency in Kinyarwanda, English and/ or French;knowledge of all is an advantage
