    CONSULTANCY TO CONDUCT A NEEDS ASSESSMENT SURVEY

    SGO background

    Save Generations Organization (SGO), is a Rwandan Development Non-Government Organization (NGO) that works to prepare, empower and equip the future generations, with the main focus on vulnerable children, youth and women. It is operating in Rwanda since 2015 and is registered with Rwanda Governance Board (RGB) under the legal personality number 008/ RGB /NGO/2016.
    In its mission to create space to children, youth and women’s integral development and healthy life, SGO intervenes in the domains of child protection and wellbeing, education, youth and women’s empowerment, and community healthcare.

    We are partnering with Kvinna Till Kvinna to implement a project on ‘Empowerment of adolescents and young girls in school on Sexual and Reproductive Health and Rights’.’ The project will be implemented in Gasabo and Kamonyi Districts (in 8 schools, including 4 primary and 4 secondary schools/ 12YBE).

    The goal of the project is to increase the knowledge and information on sexual and reproductive health and rights (SRHR) to adolescents and young girls in school in Kamonyi and Gasabo districts.

    The following are specific objectives of the project:

    1. To increase girls knowledge and information on SRHR for informed decision making;
    2. To build girls confidence and self-esteem to claim their SRHR and available services;
    3. To reduce negative community perceptions and attitudes on SRHR;
    4. To increase school teachers and management knowledge and information on SRHR;
    5. To reduce resistance surrounding the use of contraceptives for adolescent and young girls.

    For that purpose, Save Generations Organization (SGO) would like to recruit a highly qualified consultant to conduct a needs assessment in Gasabo and Kamonyi Districts on sexual and reproductive health and rights targeting adolescents and young girls in school.
    The aim of the study is to assess the level of awareness of adolescents and young girls in school as well as their communities in Gasabo and Kamonyi Districts on Sexual and Reproductive Health and Rights (SRHR), and their behavior and attitudes towards it. The appraisal report will support the successful implementation of an evidence based identified needs for the project of “Empowerment of adolescents and young girls in school on Sexual and Reproductive Health and Rights’

    The specific objectives of the survey are as follows:
      Examine the level of knowledge and access to information on SRHR by adolescent and young girls in school on sexual and reproductive health and rights;
      To map out existing programs or initiatives in place in both Gasabo and Kamonyi which consist of empowering adolescents and young girls in school on sexual and reproductive health and rights;
      Identify the role of different stakeholders both public and private in the implementation of programs/initiatives of empowering adolescent and young girls in school on sexual and reproductive health and rights;
      To assess community perception and engagement towards SRHR;
      Identify the level of awareness of parents on the existence of sexual and reproductive health and rights programs;
      Examine the role of parents and schools in empowering adolescents and young girls in school on sexual and reproductive health and rights, as well as parents and schools management involvement (participation) in delivering SRHR in both Gasabo and Kamonyi;
      Assess the level of appreciation of parents and schools with delivering SRHR to adolescents and young girls in school;
      Assess the level of awareness and understanding of adolescents and young girls on SRHR and effectiveness of the service delivery in both Gasabo and Kamonyi districts;
      Assess the level of awareness, knowledge and skills of teachers of SRHR on the existing curriculum of SRHR and the existing approaches of delivering it;
      Examine the socio cultural challenges related to delivering SRHR education and services to adolescents and girls and boys in schools;
      Propose recommendations for improved awareness, knowledge and behavior towards SRHR among adolescents and young girls and key stakeholders

    Methodology and process

    The consultant will be required to conduct a needs assessment survey using the following recommended methodology and tools:

    By using the KAP study approach (knowledge, Attitude, and practices) to measure the knowledge, understanding, attitudes, perceptions and practices of the targeted group; considering both quantitative and qualitative methods for needs assessment survey.
    The consultant will be appreciated for using participatory tools and techniques for data collection, which may include but not limited to questionnaire, in- depth interview, key informant interview, focus group discussion, etc. The consultant is required to produce a detailed research methodology and tools.

    Scope of the study

    The consultancy consists of conducting a needs assessment survey in the area of empowering adolescents and young girls in school on sexual and reproductive health and rights. The information will be collected in 8 schools located in the 2 districts (Gasabo and Kamonyi). The consultant is required to design representative sample in both districts and determine the number of focus group discussions and interviews to be conducted.
    Task requirements for the consultancy

    Under the supervision of Save Generations organization responsible staff, the Consultant will be required to do the following:

      Produce a needs assessment plan;
      Elaborate a research methodology and tools;
      Lead the validation of the research tools;
      Train the field enumerators for effective collection of data from different respondents;
      Conduct a needs assessment survey;
      Produce a needs assessment survey report in English;
      Facilitate the report validation.

    Indicative timeframe

    This assignment should be completed in 30 working days. The consultant should detail the timeframe during the inception report phase.
    Qualifications and Competence required

    The Individual consultant must have the following qualifications:

      PhD or Master’s degree in Health studies, education, gender studies, demography, or other social sciences related to the task;
      Have a minimum of 5 years of experience in conducting research in social sectors, education, health sectors, baseline survey in different domain, or citizen report card survey;
      Strong research skills and experience in both quantitative and qualitative surveys;
      Excellent command of English and outstanding written;
      Excellent analytical, interpersonal, communication and reporting skills;
      Proof of former conducted needs assessment study assignments is a requirement;
      Have a strong understanding of the sexual and reproductive health and rights to adolescents and young girls, gender and girls’ empowerment (This will be an advantage).
