    Terms of Reference: Consultancy assignment for facilitating development of THT fundraising strategy

    Assignment: Consultancy

    Duration: 14working days

    1. Background

    The Troupe des Personnes Handicapées TWUZUZANYE (THT) is an organization of persons with Disabilities created in 2004 with aims of doing advocacy through drama, music, comedy, theatres and traditional dances. It is made of all types of impairments and currently, THT has 86 members with 49 female and 37 male. THT is a Non-Government Organization, legally registered for the first time in 2009 and the registration has been renewed in 2012 n029/11 to complete the new law number 04/2012 of 17/02/2012 governing NGOs in RWANDA, THT is one of the 8 organizations that have came together to create the umbrella organization (NUDOR).

    The membership are talented and experienced in delivering advocacy messages though drama in rural settings and represent people with a range of different disability, although they are primarily based in Kigali. The membership is largely uneducated and therefore communication with membership can be a challenge, THT also have created 20 theater club in Rutsiro, musanze, Ngororero,Kayonza and nyarugenge district, it is in this context THT have receive a sub grant from UPHLS for developing Fundraising strategy which will help THT to be more strong and mobilize Resources for Advocating on Disabilities Right in Rwanda.

    2. Purpose and Objective

    The purpose of this assignment is to lead the preparatory process in facilitating for the development of Fundraising strategy for year 2019 – 2024

    Specific Objectives:

    1. Access and analyze THT Business Plan if it will be realistic and fully coasted
    2. Access and analyze Good financial management
    3. Access and analyze how staff and trustees will be committed to implement the strategy
    4. Access and analyze how THT communication strategy that matches the fundraising strategy
    5. Access and analyze THT will conduct the risk assessment and planning
    6. Access and Analysis of financial information of the overall organizational

    3. Scope and Focus of the Assignment

    The scope and focus of the assignment is to provide technical, strategic and facilitation support to enable the drafting of THT’s fundraising strategy for 2019-2024. After the initial document review, the consultant will develop an analysis framework and work plan to guide the assessment and the development of the Fundraising strategic.

    S/he will conduct a thorough but focused assessment of THT’s strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate Fundraising options for the 2019-2024 operational periods. The assessment will include review of relevant documents as identified, in collaboration with THT management team.

    The use of participatory processes is expected. Critical reflection by THT and stakeholders is integral to this Fundraising development strategy initiative, as well as the understanding of the implications of a human rights based or social model of disability & inclusion, as provided for in the CRPD. As such, the Consultant will be expected to provide for active and meaningful engagement of THT staff and the Board, relevant key stakeholders.

    It is expected that data will be analyzed using a rigorous and transparent analysis framework, summarized and presented back to THT to aid in prioritization of strategic directions. A key aspect of the consultancy is preparation for and facilitation of a Fundraising strategy development workshop/s with THT Board members and staff as well as key collaborating partners.

    All data and the results of the workshop will be consolidated into a draft and finalized Fundraising document.

    4. Methodology and process:

    The methodology will consist of document review, interviews, analysis and synthesis presented in report, workshop facilitation and fundraising strategy drafting. The consultant will first familiarize him/herself thoroughly with the legal and policy framework both at national and international level so as to fully understand the current standards and provisions for disability inclusion.

    The consultant will further review relevant THT documents as listed. This process will be followed by synthesizing the results in report format, including identification of strengths and weaknesses as well as identifying alternative Fundraising focus areas for THT. Once the assessment process has been completed, the consultant will plan and facilitate a workshop with Board members, staff and other key stakeholders with the aim of prioritizing the strategic directions for 2019 to 2024.

    5. Expertise

    a) Academic Qualifications
    o At least a master’s degree in a relevant field in the area of planning, public policy, disability, social work, development studies or any other related field

    b) The ideal Consultant will have knowledge of and/or proven expertise in:
    o Disability inclusion and/or development
    o The current global standards on rights of persons with disabilities
    o Fundraising strategic document preparation
    o Proved experience in Fundraising strategic and management
    o Participatory approaches in conducting assessments and facilitating Fundraising strategic planning processes
    o Familiarity with the Theory of Resources mobilize approach
    o Demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of capacity development

    c) Skills and Competencies:
    o At least 7 years of professional experience
    o High level written and oral communications skills in English;
    o Must be result-oriented, a team player, exhibiting high levels of tact and integrity;
    o Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;
    o Skills in facilitation of stakeholder engagements/workshops;
    o Evidence of having undertaken similar assignments;
    o Experience in research, policy development, management and programming-related work.

    - Roles and Responsibilities

    THT will be responsible for:
    o Actively engaging with the Consultant during the assessment
    o Identifying stakeholders and relevant documents as needed
    o Managing communications and logistics associated with the assessment
    o Finalizing the Terms of Reference
    o Selecting, contracting and managing the Consultant
    o Covering the costs of the Fundraising strategy planning workshop
    o Providing technical advice and inputs throughout the process

    The Consultant will be responsible for:
    o Preparation of a work plan and an appropriate Assessment Framework
    o Actively engaging with staff, Board members and other stakeholders through the use of participatory processes
    o Regular progress reporting and consultation with the E.D
    o Production of deliverables in accordance with the requirements and timeframes of the Terms of Reference.

    8. Deliverables

    The consultant will provide the following deliverables.

    8.1 An Analysis Framework based on these Terms of Reference
    8.2 A summary assessment report (synthesizing outcomes of document review and interviews with regards to previous organizational assessment and Fundraising strategy and outlining alternative strategic directions)
    8.3 A Fundraising strategy workshop agenda and facilitation plan
    8.4. A Fundraising strategy document.

    9 Time span

    The assignment is expected to be completed within 14 working days, while contract duration can extend over a longer period.
