    The Rwanda Cycling Federation in collaboration with the Ministry of Sports and Culture has established the Africa Rising Cycling Center (ARCC), a regional center for the development of cycling located in the Northern Province’s Musanze District of Rwanda.
    With the aim to transform the center as a hub for African cycling growth, the Rwanda Cycling Federation (FERWACY) is seeking to recruit an energetic, dynamic individual with Team building skills, strong motivation and Sport Compassion to fill the post of Administration and Finance Manager;

    Roles and Responsibilities

     Ensure the budget preparation and its execution;
     Ensure financial forecasting, and cash flow for administration, existing programs, and proposed new service offerings;
     Hands-on approach to ensure timely and accurate recording of all transactions, maintenance of the general ledger, monthly account reconciliations and month-end close;
     Formulate and administer internal control policies and procedures to ensure protection of Center assets;
     Monitoring the annual operating budgets, and control its execution in compliance with the International Accounting standards;
     Prepare annual and periodic cash follow plans;
     Prepare periodic fund requests;
     Ensure proper receipt and custody of funds, supported by appropriate vouchers;
     Ensure proper procedure of procurement of goods and services;
     Provide guidelines in the procurement process, and establish a sound tendering system;
     Ensure the preparation of procurement plans;
     Ensure Payments for goods and services;
     Ensure conformity and accuracy of payments requests;
     Ensure disbursement of funds is supported by appropriate vouchers;
     Set up a system to ensure safe custody of payments vouchers;
     Ensure financial management and reporting;
     Ensure strong Internal Control system in the Center;
     Ensure proper assets & inventory management;
     Ensure the management of human, material and financial resources of the center;
     Assess the performance of the staff and conduct assessment of performance of the center;
     Prepare timely monthly, quarterly and annual financial reports for the Center in full range of general ledger accounts using International accounting standards.

    Job Profile and Experience

     Accounting Professional Qualification recognized by IFAC (ACCA, CPA) Or A0 in Public Finance, Finance, Accounting or Management with specialization in Finance/Accounting With at least four (4) years of working experience in accounting or finance.

    Key Technical Skills & Knowledge required

     Demonstrated expertise in financial management and accounting, ideally in the nonprofit sector;
     Excellent people skills, with experience collaborating in a multi-disciplinary, diverse, and dynamic team. Commitment to openness and transparency;
     The ability to communicate effectively with all levels of program staff and board and provide financial information in a concise and easily understandable manner;
     Experience should include full cycle accounting through month end close, financial statements, audit, budget, and payroll and benefits administration;
     Proven effectiveness in finance and accounting with an eye toward efficiency and continual process improvement;
     Experience with benefits administration and other HR functions;
     Leadership development experience, including ability to mentor and develop staff;
     Flexible and a self-starter; able to multi-task while also being willing to “roll up the sleeves” and get tasks done;
     Passion for our mission of broadening access to cycling and its benefits;
     Knowledge of Rwanda’s financial management standards and procedures;
     Knowledge of Accounting principles and practices and financial data reporting;
     Knowledge of Rwanda Public Financial Law;
     Leadership and management skills;
     Planning, organizational, and Budgeting skills;
     Communication skills;
     Strong IT skills, particularly in Financial software;
     Time management Skills
     Interviewing Skills;
     Judgment & Decision making skills;
     Complex Problem solving;
     Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage.
