    Rwanda has committed itself to reaching very ambiotious targets in water supply and Sanitation, with the vision to attain 100% services coverage by 2020.

    The Water and Sanitation Corporations WASAC LTD is the entity setup to manage the water and sanitation services in Rwanda as a resultat of the Gorverment (GoR) decision to unbundle the national utility former EWSA since 2014.

    Therefore, WASAC LTD wishes to recruit qualified candindates to fill the Following vacancies:

    POSITION 1: DISTRICT WATER AND SANITATION SUPPORT ENGINEERS (24)

    Reporting line: District Water and Sanitation Support Engineers will directly report to the Head of Operations and Maintenance Unit in Rural Water Sanitation Services Directorate of WASAC Ltd;

    Tasks and responsibilities:

    District Water and Sanitation Support Engineers will be based at the District level and responsible for the following:

    * Assist the district in planning process for water and sanitation infrastructure development
    * Assessment for needs of rehabilitation of existing water and sanitation infrastructure
    * Provide technical assistance in development and implementation of new projects in the District
    * Advise the district on efficient operation and maintenance of water supply and sanitation infrastructures
    * Participate in the monitoring and evaluation activities for water supply and sanitation
    * Perform data collection for water supply and sanitation services within the district
    * Supervision of private operators and ensure proper and efficient management of all water supply systems
    * Work in collaboration with other partners in the district to improve services of rural water supply;
    * Follow up and assist in the implementation of the District Water Board resolutions;
    * Periodic reporting on the status of Districts’ water projects and water supply services
    * Perform any other relevant task assigned

    District Water and Sanitation Support Engineers Job Requirements:

    * Bachelor’s degree in Civil Engineering, Hydraulic Engineering, Water and Environmental Engineering, or equivalent field of study.
    * To have at least 2 years’ experience on similar position (s)
    * Computer literacy and familiarity with standard office computer applications. Experience with engineering applications (ArcGIS, AutoCAD) is a must
    * Ready to move and live at the place of work immediately after appointment
    * Ability to work in a team and under minimum supervision;
    * Excellent interpersonal and communication skills;
    * To have a strong command in either of the languages ( English or French);

    POSITION 2: MONITORING AND EVALUATION SPECIALIST (1)

    Reporting line: The M&E Specialist should report to the office of Deputy Chief Executive Officer

    Tasks and responsibilities:

    The M&E Specialist shall be called to perform the following:

    * Design and implement the Monitoring and Evaluation Plan for Rural Water Supply and Sanitation (RWSS)Services
    * Develop or adapt and disseminate guidelines and standard procedures for monitoring and evaluation for RWSS and ensure their enforcement
    * Assist in capacity building for the District and Private Operators in M&E approaches
    * Develop and implement a Performance Monitoring Plan for the Rural Water Supply Systems
    * Regularly identify Information requirements for planning and M&E for Rural Water Supply Services
    * Design data collection tools to verify indicators identified for water supply systems
    * Lead the periodic planning and implementation of M&E for RWSS activities and produce reports accordingly
    * Review and validation of M&E reports produced by other stakeholders
    * Analyze of M&E results against the RWSS performance indicators and advise on improvement of service delivery
    * Perform any other relevant task assigned

    M&E Specialist Job Requirements:

    * The incumbent should hold Bachelor’s Degree with at least 5 years’ experience or Master’s Degree with at least 2 years’ experience in any of the following fields: Economics, Statistics, Civil engineering, Water and Environmental Engineering, Project Management, or other related fields
    * To have at least 2 years’ experience on similar position(s)
    * Ability to work in a team and under minimum supervision;
    * Excellent interpersonal and communication skills;
    * To have a strong command in either English or French;

    POSITION 3: MIS SPECIALIST (1)

    Reporting line: The MIS Specialist shall report to the office of Deputy Chief Executive Officer

    Tasks and responsibilities:

    The MIS Specialist shall be responsible for:

    * Administration of Management Information System (MIS) related to water supply and sanitation activities and services
    * Creation, maintain and update the GIS database of the rural water supply and sanitation systems
    * Using MIS and GIS tools to determine and periodically update the access to drinking water and sanitation services in the different Districts
    * Participate in the development of GIS/or CAD database to support water and sanitation projects
    * Participate in the planning and implementation process of the projects
    * Keep track of technology utilization on rural water supply and sanitation services across the country and explore ways to use MIS to improve these services
    * Support private operators and districts with setting up data management systems using MIS
    * Assist in imparting training to field staff regarding use and operation of MIS
    * Coordination with different stakeholders for the preparation and maintaining national water and sanitation database
    * Support for the proper use of water and sanitation database in planning, maintenance and rehabilitation, monitoring and evaluation of water supply and sanitation systems
    * Maintain and update master plans database and/or maps for water and sanitation systems
    * To ensure that MIS facilitates regular monitoring and thus allow more analytical evaluation of drinking water supply and sanitation activities
    * Produce monthly, quarterly, and annual reports or customized reports as required
    * Perform any other relevant task assigned

    MIS Specialist Job requirements:

    * The incumbent should hold Master’s Degree in Geography, Civil Engineering, Water and Environmental Engineering, Geo-Information Science or related field.
    * He/she should have proven capacity to use GIS, ACCESS, EXE, CAD Software, GIS Applications
    * He/she should have 2 years of relevant experience in GIS data collection, analysis and management
    * Experience in water and sanitation sector is desirable while a combination of several specializations related to water supply and sanitation would be an asset
    * Experience of delivering successful data systems preferably in Water Supply and Sanitation using MIS or GIS
    * Ability to work effectively both in teams as well as independently, Good communication and social skills; the candidate must show initiative, organization and dynamism, as well as capacity to prepare adequate planning and activity reports
    * He/she should have strong leadership and management skills
    * Strong command in either English of French
