TERMS OF REFERENCE
Background:
Pact is a non-profit international development organization with a purpose to enable poor and marginalized people in the developing world to earn a dignified living, be healthy, and take part in the benefits that nature provides. Pact is collaborating with ITA, a tin industry membership organization, mineral traders and exporters, and Governments in the Great Lakes region to implement a chain of custody and due diligence scheme called the ITA Tin Supply Chain Initiative (ITSCI). ITSCI allows buyers along the supply chain to determine the source of the raw minerals being produced and traded in the DRC and adjoining countries. We are now looking to scale up this solution throughout the Great Lakes Region.
A) FIELD OFFICER: 1
Under the supervision of field coordinator, the field officer provides the following responsibilities:
• Develop and implement a routine process for collecting filled-out log books and their transportation to the Database Manager
• Monitor the labeling system for each level of operations (mining, laundries, traders and trading posts)
• Identify and propose other mining sites in its radius of action for the extension of the project
• Identify errors in completed forms and bring them to the attention of the Geology and Mines Department correction officer
• Maintain stocks of all the material goods for the service of the project and the office
• Provide daily security situation analyses of the site and any other information deemed necessary for the proper functioning of the Project
• Prepare a consistent monthly report of activities in English
• Perform other tasks requested by the project
• Possess strong oral and written communication skills and be able to establish and maintain good relationships with colleagues and partners
• Have an interest in i ITSCI’s mission and work
The field officer will report to the field coordinator for ITSCI Rwanda.
Education and Experience Requirements:
The field technicians shall meet the following requirements:
Resources Management
Necessary skills
• Good written and oral communications skills
• Ability to work on pressure and tight deadlines
• Fluency in both French and English
Place: Western province
Duration of the contract: The duration of the contract will be eight months (8) starting from 01st May 2019 with possibility of renewal. An essay period of three (3) months will be required.
B) FINANCE AND ADMINISTRATION ASSISTANT :1
Under the supervision of the Finance and Administration Officer for ITSCI project, the Finance and Administration Assistant will be responsible for:
1. Logistics
2. Administration
3. Finances
4. Human Resources
Qualifications and Education and experience
• Have a high sense of organization
• Be able to meet the deadlines
• Be dynamic, proactive and be able to work under minimum supervision
• Fluent in both English and French
• Bac+5 in Accounting or Finances
• At least 2 years of experience in a similar position
• Advanced computer skills (Word, Excel, email, accounting software)
Duration of the contract: The duration of the contract will be eight months (8) starting from 01st May 2019 with possibility of renewal. An essay period of three (3) months will be required.
